    PLANS have been announced to close more Jobcentres in Scotland. The Department of Work and Pensions has unveiled its UK wide proposals for reducing office space to cut costs. The announcement comes almost two months after the plans to shut half of Glasgow’s Jobcentres was revealed. The proposals include the closure of Port Glasgow and Alexandria Jobcentres moving to Greenock and Dumbarton respectively. The aim is to shut 134 job centres in total across the UK and a number of what the DWP call back offices. It will also shut two Glasgow city centre offices, Portcullis House in Charing Cross and another in Cadogan Street. The demonstration organised by the Scottish Greens aims to show the difficulty the cuts, proposed by the Department of Work and Pensions, will create for those who have to walk to claim their benefits.     Proposals to close eight job centres in the city have been put forward by the Department of Work and Pensions (DWP), which says it will save public money and reflects an increase in the use of online and telephone services. A consultation is taking place until the end of this month on three of the proposed Jobcentre closures – Bridgeton, Castlemilk and Maryhill – as users will have to travel more than three miles to another service. It states that: “as unemployment has dropped across the city, so has the use of some of these smaller jobcentres”. The overall plan for Jobcentres shows the disproportionate focus on Glasgow. The seven city closures account for 5.2% of the UK total closures. The plans have attracted widespread opposition with the Evening Times Hands Off Our Jobcentres gaining support from across political parties, individuals and community groups. Labour’s UK Shadow Work and Pensions Secretary, Debbie Abrahams, added her voice to the campaign. She said “The Tory plan to close job centres across Glasgow is an absolute utter shambles. “The Tories used to tell people to get on their bike to find work – now they are telling people in Glasgow they will have to travel miles for the support they need to find work in the first place. “It’s a total mess that sums up the Tory approach to social security, one they can’t understand.” Alison Thewliss Glasgow Central SNP MP is now also worried about the office closures. She said: “These erratic Tory plans raise a number of very serious questions for Glasgow. Where are the jobs are being transferred to? What consultation has been carried out with staff? How does this fit into the current proposals to shut half of Glasgow’s Jobcentres? “UK Government Ministers have been at great pains to stress the Jobcentre closures are only proposals, but how can Glaswegians trust them with these new cuts coming like a bolt from the blue?” The latest announcement has also met with disapproval in the rest of the country. Ronnie Cowan MP for Inverclyde said:”This will put an added burden of travel on people in Kilmacolm and Port Glasgow who will be expected to travel greater distances to receive welfare support.” DWP Minister Damian Hinds said: “We are concentrating our resources on what we know best helps people into work.”

It’s Glasgow-wide.” From the Bridgeton job centre the group will will talk to people using the services within the centre before setting off. They will also record the time it takes to walk to the Shettleston Road centre. The 48-year-old also pointed out that the resultant increase in the number of people using the likes of the Shettleston centre, McLaren added: “It’s not a short walk by any means and there’s no doubt it will put an extra burden on those trying to make appointments. “The travel costs to get to and from the job centres will only be another obstacle for those affected. “As well as travelling to the jobcentre there is also a real issue of how these increased numbers will be handled. “Unless the centre extends it opening times the privacy of claimants may be obstructed as more appointments take place within close proximity with each other. “It could make what is an already uncomfortable experience even more uncomfortable. “This was organised very quickly but we would urge those who are against the closures to join us in the walk. “It is vital as many people as possible are made aware of these cuts and make their views known before the consultation period comes to an end on January 31.” Tomorrow’s protest from Bridgeton to Shettleston will potentially be the first of three to take place throughout the city. Other walks are hoped to take place between Castlemilk and Newlands as well as Maryhill and Springburn. The DWP is consulting on three of the closures, Bridgeton, Castlemilk and Maryhill because of the longer distances.

This would affect communities the length and breadth of the city, from Anniesland to Easterhouse, to Castlemillk and Langside, as well as Cambuslang next door in South Lanarkshire. The plans are currently subject to a public consultation although, strangely, the DWP is only actually formally consulting on the closure of three out of the eight job centres facing the axe – those at Bridgeton, Castlemilk and Maryhill. However, straight away alarm bells should be ringing. Let’s remember that Glasgow currently has one of the highest unemployment rates in Scotland – so making it harder to access employment support is the last thing the UK Government should be doing. And as everyone knows, job centres are – despite their title – more than just a place to look for a job. They’re used to find out about adult learning and skills opportunities, as well as issues about benefits and social security. The media has been full of very distressing stories of ill and disabled people unable to make job centre appointments and having their benefits sanctioned as a result – demanding they travel further for their appointments risks making this problem worse. Attempts from the Tories to defend these plans have been far from convincing to say the least. Last week Scottish Secretary David Mundell told the House of Commons that the UK Government’s intention was that there would be no change to the level of service offered to the people of our city. Given that the Tories can’t even say how many people will be affected by these closures – and they haven’t even bothered to do an assessment - that’s a pretty hollow statement to make. Nor does it seem to have occurred to them that people traveling to job centres seeking work or employment support are almost always doing so on low incomes. The DWP has suggested that rather than attend a job centre, claimants could contact them by telephone instead. That argument might have a bit more credibility were it not for the fact that claimants would be forced to use very expensive 0345 numbers every time they need to speak to an advisor about their claim. Calls to pursue your JSA or ESA claims, for example, can cost up to 45p a minute if you’re forced to call from a mobile. The SNP has been making clear our strong opposition to these closure plans. Employment Minister Jamie Hepburn met his UK counterpart Damian Hinds last week – and suggested he meet with some of the people who will be affected by these closures. And the SNP led debates in both the House of Commons and the Scottish Parliament last week to lay out in detail the flaws in these proposals. In addition, Glasgow’s politicians, spearheaded by the SNP, have joined together to mount a cross-party campaign. My SNP colleague Stewart McDonald MP has sent a letter to Scottish Secretary David Mundell asking him to back the campaign to keep the job centres open. The letter was signed by all of Glasgow’s SNP MSPs and MPs, the four Labour MSPs, the GreensPatrick Harvie as well as Glasgow City Council Leader Frank McAveety and SNP opposition leader Susan Aitken. The only MSPs not to sign the letter were the two Glasgow Tories - Adam Tomkins and Annie Wells. As things stand, David Mundell has failed to speak out against these closures and has offered little more than warm words. If the Scottish Secretary is not there to stand up for Scottish interests in the UK Cabinet on issues as important as this, then frankly you really have to wonder what the point is in there being a Scottish Secretary. There is also a wider issue here about the way Glasgow is being used as a guinea pig by the UK Government. Glasgow is so far the only place in the UK where job centre closures have been announced. And although the DWP have said they plan to reduce the estate across the UK by 20% – the proposed cut in Glasgow is far higher than that at 50%. It is completely unacceptable for our city to be treated in this way – and the incredibly flawed consultation process only adds insult to injury. There is absolutely no case for shutting these job centres – and the Tory government needs to hear this message loud and clear. There is still time to respond to the DWP’s consultation before it finishes on January 31st. I would urge everyone reading this to add their voice to the growing campaign to ensure these wrong-headed closures are stopped in their tracks.

I, Daniel Blake director, Ken Loach, has backed the Evening Times Save Our Jobcentres campaign. The multiple-award winning filmmaker said the plan to shut half the city’s jobcentres was further proof of a conscious campaign to “humiliate and degrade” those suffering poverty. The film, which charts the experience a middle aged man and a young single mother navigating the benefits system, struck a chord with people who have experience of benefits cuts and those who have suffered sanctions. Speaking exclusively to the Evening Times, Mr Loach said the DWP and how Jobcentres work must change but they should absolutely be in the communities where they are needed most. He said: “It is clearly a continuation of the policy of humiliating, degrading and making life more difficult for the most vulnerable. They are pursuing it with conscious cruelty. You see it in the treatment of people who for almost always reasons beyond their control out of work or unable to work. “The policy is designed to show the poor poverty is their fault. The purpose is to get people off the system. The jargon they use is ‘reduce the footfall’.” Speaking about the Evening Times campaign to save our Jobcentres, Mr Loach added: “I would certainly support it. It has to come with a change of culture too.” It is feared that the closure plan will increase the number of people who are sanctioned as they have to travel further to meet appointments. The director, who has directed films that have pricked the social conscience of the nation since his TV film Cathy Come Home in 1966, witnessed the impact sanctions have on people during research for his latest film. He said: “We know people are desperate. We’ve seen people with no food in their fridge, parents going hungry for days and mothers feeding their children biscuits. “The rise in food bank use is directly linked to sanctions. The figures from one food bank group is 1,100,000 last year and half of them are people with children.” Speaking about Iain Duncan Smith, the former Work and Pensions Secretary and architect of the welfare reform agenda ,but not speaking his name, Mr Loach added:” “It is the result of the b****rd idea of that one man. If there is one man who should be excoriated it is him.” He blasted the Prime Minister, Theresa May for continuing the austerity and welfare reform policy and poured scorn on her recent attempts at connecting with people who are struggling. Mr Loach added: “I heard Theresa May speak while I was driving this morning. It was nauseating her pretence of caring about inequality and people who are suffering unfairly. It is a cruel ploy to get votes.” Mr Loach is very familiar with Glasgow having set many of his films and documentaries here and his long term collaborator screen writer, Paul Laverty is from the city. The DWP proposal is to close jobcentres in Anniesland, Bridgeton Castlemilk, Easterhouse Langside, Maryhill and Parkhead. Some of them are home to communities which rank among the highest in the UK for unemployment, and for deprivation and where food bank use is already high. In the credits for I, Daniel Blake, Maryhill Food Bank is mentioned. It is believed a scene where a mum is so hungry she opens a can of baked beans and begins eating them with her hands, is based on a true account of an incident at the food bank. Having seen how many people are treated, Mr Loach says the way Jobcentres operate needs to change from a place where people are punished to where they get help. He added: “We need a different culture at Jobcentres. At the moment the Jobcentre can’t tell you where the jobs are free. That has to change it has to be a place where people get support.” But he was certain they should not be closed and people forced to travel miles incurring additional costs. He added: “Currently it is a continuation of the policy of punishment. They see it as their job to punish and make it harder for people. The real policy is not to help. “If the Jobcentre is there to help people then of course they should be in these communities. “It is plain common sense the Jobcentres need to be in the place where they are needed most. “If there are going to really support people and smooth the path to employment of course they should be nearby.” Much of I Daniel Blake focuses on work capability assessments, where officials often declare people fit for work even when their GP or a specialist has said they are not. Mr Loach said that the final decision should be taken by medically qualified professionals. He added: “They are so plainly unfair and wrong. We should trust the judgement of the doctors who we trust with our lives.” The DWP is consulting on three of the closures, Bridgeton Castlemilk and Maryhill because of the longer distances.

Proposals to close eight job centres in the city have been put forward by the Department of Work and Pensions (DWP), which says it will save public money and reflects an increase in the use of online and telephone services. A consultation is taking place until the end of this month on three of the proposed Jobcentre closures – Bridgeton, Castlemilk and Maryhill – as users will have to travel more than three miles to another service. It states that: “as unemployment has dropped across the city, so has the use of some of these smaller jobcentres”. But in response to a written question in the House of Commons last month asking how many people use the services of Jobcentres in major cities across the UK, Work and Pensions minister Damian Hinds admitted: “The Department for Work and Pensions does not measure the number of people visiting its network of Jobcentres.” Margaret Ferrier, SNP MP for Rutherglen and Hamilton West, who lodged the question, said: “I don’t think the minister or his department understand what Jobcentres do on a day-to-day basis. “It is not just for claimants, it is also people who want to go and search for a job. Not everyone is computer literate and they are going in there to ask for help from the staff as well.” Ferrier has secured a House of Commons debate on Wednesday on the wider issue of the future of the DWP estate. A spokesman for the DWP said: “As unemployment has dropped across the city [Glasgow] – the claimant count is down 44 per cent since 2010 – so has the use of some of our smaller jobcentres."
